New statues were added; some were revised, some were renumbered; and some were repealed. For a Statutes Renumbering Crosswalk reference contact TSCC. A complete list of the statutes amended and repealed as well as a summary of the changes can also be obtained from TSCC.
A few of the changes that must be closely considered during the preparation your budget are:
1) Change in the language from personal services to personnel services;
2) Requirement for funds to balance was added;
3) the revision stating detail on employees salaries now needs to only show total cost for each organizational unit or activity and total FTE.
4) Amounts for land, buildings machinery and equipment are no longer required to be listed separately within capital outlay estimates (four items above are covered in ORS 294.388).
5) Changes in alignment of budget estimate categories to for K-12, ESD’s and community colleges. (ORS 294.393)
Some of the changes to the publication requirements for the first budget committee meeting are:
1) When publishing notice of budget committee meeting the two publications are no longer required to be separated by 5 days.
2) New publication options allows a district to publish once in the newspaper and once on their website (10 days prior to the meeting) and the newspaper notice must include website address. (ORS 294.426)
Changes to Approved Budget filing requirements include:
1) TSCC can grant an extension regarding the requirement to have the budget to TSCC 20 days/30 days prior to hearing . (ORS 294.431)
Changes to the Notice of Budget Hearing and Financial Summary include:(ORS 294.441)
1) Fund detail no longer required. LB/ED/UR forms 2, 3, and 4 eliminated
2) LB/ED/UR -1 forms have been extensively revised and a new form CC-1 added for community colleges. Be sure to use the new revised form.
